The Torch Trust was speaking after a report by the charity Guide Dogs released a report saying electric and hybrid cars are 40% more likely to be involved in accidents with pedestrians.
Hybrid and electric vehicles are less noisy than cars with normal engines.
Shelia Armstrong, from the Torch Trust, is blind herself. She told Premier: "I don't think it's just visually impared people, maybe if you think of an older person crossing the road at a slower rate and some car unexpectly, quietly breezes up beside them, it could be very dangerous really.
"I think it should really be safety first, I can see why people want to do it for the environment obviously but I think if there were reasonable sound producers on the cars that made a reasonable sound, that would certainly mitigate the danger."
