According to The Guardian, taxi app Uber had received a complaint that driver Jason Dalton had been 'driving dangerously', but did not act on it.
One passenger, Matt Mellen, reported Mr Dalton for erratic driving and said he had called 911 after 'jumping' out of the car.
Speaking on Monday, Uber said it had not reviewed the feedback, which came in about five hours before the first victim was killed.
