During his weekly address he said "these brothers and sisters of ours are seeking refuge far from their lands, they are seeking a home where they can live without fear," and asked that "people and institutions" who close doors to refugees should seek forgiveness from God.
The pontiff's comments come as European Union (EU) leaders debate the migrant crisis in the Mediterranean sea, it is thought that almost 2,000 migrants have died during the crossings from North Africa this year so far.
He told the audience: "I invite you all to ask forgiveness for the persons and the institutions who close the door to these people who are seeking a family, who are seeking to be protected."
According to The National, France and Austria have increased border controls on migrants coming from Italy.
He asked that "Human dignity always be respected", and he urged the world to "work together and efficiently to prevent the causes of forced migration".
On Tuesday France, Italy and Germany agreed to work together to identify migrants arriving by sea and to relocate them fairly across the EU or return them home if their asylum claims are rejected.
