Rt Rev Graham James was speaking as MPs began a three-hour debate on the Syria conflict, especially regarding the city of Aleppo which has been heavily bombed in recent months.
Conservative MP Andrew Mitchell (below) is calling for the UK to impose a no-fly-zone above Aleppo and potentially other areas of Syria, using anti-aircraft weaponry in countries like Turkey to stop the bombings.
Mr Mitchell told the Commons that nearly half of Syrians were now displaced from their homes, amounting to millions of people.
MPs also praised Jordan, Lebanon and Turkey for their role in taking in large numbers of Syrian refugees.
Speaking to Premier, Rt Rev Graham James said: "It's not just Aleppo being destroyed but it's the whole of Syria that seems to me is breaking down.
"It's very hard to see, even when the United Nations appeals to the nations of the world to be of assistance, how in such a divided world we can come together.
"I do hope in the coming months with new leaders in The West there may be some new rapprochement with Russia that causes some common sense to prevail because it's terrible what's happening there."
