Archbishop Jozef Wesolowski, from Poland, is accused of committing the crimes whilst working in the Dominican Republic.
He's been defrocked after a Catholic Church tribunal found him guilty of the accusations but he has not faced a criminal court.
A spokesman for Warsaw's regional prosecutor's office, said the investigation had been suspended for 'formal reasons'.
It's thought authorities in the Dominican Republic had not handed over documents needed to progress with the inquiry.
Poland has already been refused access to the files by the Vatican which will hold its own criminal trial next year.
