The Archbishop's Council has been awarding funding as part of the Church's Renewal and Reform initiative since 2014.
The scheme, which has now helped 20 dioceses, is aimed at enabling parishes and ministries to bring more people to Jesus.
The £9.1 million it awarded in the latest round of funding went to seven dioceses: Birmingham, Worcester, Chelmsford, Bristol, Chichester, Leicester and Liverpool.
The Diocese of Birmingham received the most money with a grant of £2.5 million. The Church of England says the money will help realise a goal of planting 15 new churches, make 1000 new disciples and train another 1000 missional leaders by 2022.

Liverpool: £1 million
Bristol: £950,000
Chichester: £825,000
Worcester: £725,000
The Bishop of Birmingham, the Rt Rev David Urquhart, said: "A huge amount of work across the diocese has gone in to putting together our plan to bring Christ to young people in our communities so we are absolutely thrilled to receive funding to bring this to life.
"Society is going through massive cultural changes and in Birmingham we are meeting these head on with confidence and a real sense that we are all in this together."
