Elsewhere, three people have been arrested in connection with the deaths of around 71 migrants found in a food lorry in Austria.
The death toll includes eight women and four children. One of the children was an infant.
Meanwhile, in the Mediterranean, workers removed bodies from the water and pulled a flooded boat into the harbour that contained several drowned victims floating face down.
At least one victim, a man, was wearing a life vest. They were put into body bags and lined up on the waterfront.
A Christian asylum agency in the UK has criticised the EU's policy on the crisis, suggesting only a joint approach by European states was the only way forward.
"It is tragic and there has to be a European approach to actually deal with the situation. At the moment countries are trying to get out of their own responsibilities and leave it to other people and that doesn't work," said Dave Smith, director, Christian based Boaz Trust which offers assistance to asylum seekers in Manchester.
Mr Smith also urged the EU to scrap its migrant border or 'Dublin' policy, maintaining it was unworkable.
"One of the first things that has to happen is we have to absolutely scrap the Dublin convention, which basically says that people should claim asylum at the first country that they come to," added Mr Smith.
The United Nations refugee agency said up to 200 people were missing and feared dead, after the Libyan coastguard carried out rescue operations for two boats carrying an estimated 500 migrants.
Dozens of boats are launched from Libya each week, with Italy and Greece bearing the brunt of the surge.
Since a 2011 civil war that ended with the overthrow and killing of long-time dictator Muammar Gadhafi, the oil-rich North African country has been plunged into chaos.
It is divided between an elected parliament and government based in the eastern port city of Tobruk and an Islamist militia-backed government in the capital Tripoli - with militants from the Islamic State group also exploiting the chaos.
