Street musicians are increasingly using amplifiers to reach out to nearby shoppers and the music is said to be disrupting services.
Concern is now growing for services of a sensitive nature, such as funerals.
Rev Edward Mason, rector at Bath Abbey, said: "I've got a funeral for an 18-year-old on Monday.
"This is not an exaggeration. As I approach, that funeral will that be accompanied by Simon and Garfunkel or Puccini.
"We ought to be able to find ways in society of living together in a way that respects, cares for one another.
"No one should have to worry at a funeral that it may be accompanied by something."
Bath & North East Somerset Council says it is looking into the issue.
Councillor David Dixon, the cabinet member for neighbourhoods, said: "Clearly the powers previously offered to local authorities have not been effective enough to deal with this type of nuisance.
"Therefore, under new powers provided by the Anti-Social Behaviour, Crime and Policing Act 2014, we will be looking to ban all amplification within the immediate vicinity of Bath Abbey."
