Graham Coyle, from the Christian Schools Trust also said the government and schools were "looking for the wrong values in education and seeking the wrong things", and they were exerting far too much control over families.
He was speaking after new figures revealed the number of fines given to parents in England for taking their children on holiday during term-time has almost trebled in two years.
In the last academic year, more than 50-thousand penalty notices were issued.
The Campaign for Real Education has said parents have a duty to ensure their kids are not taken out of school unneccessarily during term time, even if it means paying higher rates for holidays and other trips during school breaks.
However Mr Coyle said holidays can be just as educational and beneficial as time in school.
He told Premier's News Hour: "It's as though we as a state are saying: 'Look parents, you've got to do this to educate your children'. There's no choice here, you don't get any freedom at all.
"The children are the parent's responsibility - their education is down to the parents.
"The figures I've quoted today, something like 50,000 parents having been fined, that's just crazy. It's just one of a whole range of things where I don't think the state are doing a fantastic job.
"I just think everything is looking for the wrong values in education and seeking the wrong things."
