Rev Canon Lynda Klimas is facing disciplinary action over claims she "deliberately misled" church officials by trying to disguise the Lady Chapel of St Mary the Virgin in Maulden as a children's area.
Longstanding congregation member Kevin Sims, who is bringing to action, told Premier: "This issue is not about the children's furniture per se, as the media have been reporting, it is about the manner in which it was obtained being in breach of three of the four areas under which a complaint under the Clergy Discipline Measure can be considered.
In his official complaint, he said: "The Rector was, in my opinion, deliberately concealing from the DAC that the children's furniture was actually to be placed in a historically sensitive and sacred Lady Chapel, used at least six times a week for Morning Prayer and Communion.
"Had the DAC been aware of this, its deliberations and Notification of Advice to the Chancellor may have been different (even based on the limited information it had, the DAC did not adopt the usual 'Recommend' option."
Rev Klimas needed to meetstrict rules and secure the backing of a local Diocesan Advisory Commitee for the Care of Churches (DAC) before she could install the miniature furniture.
Mr Sims, who has been attending the church for 20 years, also said: "In my view, the Revd Canon Lynda Klimas deliberately misled the DAC in an attempt to ensure an enquiry into the true nature of the location was never made."
"She implied, in my view intentionally, in her initial approach to the DAC that the church of St Mary the Virgin, Maulden has a designated children's area. This is not truthful - the church does not."
Both Rev Klimas and the Diocese of Albans declined to comment, citing that the complaint is still open.
A diocese spokesman was quoted by The Telegraph as saying: "The complaint will be heard in accordance with the standard procedure and will be confidential until the matter is concluded."
