Personal victim impact statements to be allowed in court

Victims of crime are to be allowed to make a personal statement in court, describing how an offender has damaged their life. It's part of a new code intended to create a tougher justice system. 

Windall Donaldson's brother-in-law was stabbed to death in Camberwell in 2007.
