The 53-year-old will move from his current position as Bishop of Aston in the Diocese of Birmingham.
Speaking about the move he said: "There will be future opportunities to thank everyone - but our six years in Birmingham have been wonderful.
"We've hugely appreciated the warmth and generosity of so many people across the Diocese, the rich multicultural nature of so many of our congregations (a real taste of heaven on earth on occasions), the quality of so much of the discipleship we've encountered, and the privilege of working with such able and supportive colleagues."
Bishop Andrew started his ministry as a youth worker before training for ordination at Ridley Hall in Cambridge.
He served in Worcester and London before being named Bishop of Aston in 2008.
The Bishop of Birmingham Rt Rev David Urquhart has paid tribute.
He said: "As Bishop of Aston, Bishop Andrew has made an outstanding contribution to the life of the Church of England across the Diocese of Birmingham.
"Andrew's preaching and teaching have been particularly well-received across our diverse parishes and churches.
"I have appreciated personally his loyal support, prayerful insight and energetic focus on gospel priorities.
"He moves to Guildford in the next few months with my profound gratitude, continuing friendship and prayers for this new and exciting stage of his service to Jesus Christ."
