Dr Harry Hagopian was speaking after suspected radicals firebombed a house in the West Bank, killing a Palestinian toddler and critically injuring his family.
Hundreds of people in the West Bank have attended the funeral of a toddler, as Palestinian officials have blamed his death on Israel.
"We talk about radicalism quite a lot these days these days in the Middle East and North Africa. We might as well include this lot in the bunch of radicals who are going around attacking anybody who does not fit their own ideology and their own understanding, said Dr Hagopian on Premier's News Hour.
"We're talking today about Ali Dawabsheh who died in this attack last night, but if we go a bit further back, let's not forget the attack on the Church of the Five Loaves and Two Fish....
"The government of Israel is afraid to curb and control those settlers because part of its political power is based in those groups. Then of course, we have those attacks which end up poisoning the atmosphere, " added Dr Hagopian.
Israel's prime minister called the attack "reprehensible and horrific".
"This is an act of terrorism in every respect. The State of Israel takes a strong line against terrorism regardless of the perpetrators," Benjamin Netanyahu said in a tweet.
