It was commenting after a new report showed that school children in England are among the unhappiest in the world.
Christian charity, The Children's Society said they came 14th out of 15 countries surveyed - with only South Korean children feeling less happy.
Ethiopia, Algeria and Romania all fared better than England.
Sam Royson, Policy Director at The Children's Society, told Premier's News Hour it is shocking: "Two children in every classroom unsatisfied with their school life - we know that there are half a million 10 and 12 year olds being bullied each month in school and this is having a really severe impact on their wellbeing.
"A lot of this we think is associated with the prevalence of bullying in English schools - and that's something that schools need to do much, much more to clamp down on.
"But one big step that could be taken is to make it a legal requirement for every school in England in have school counselling available."
He stressed that the government had invested finances in improving the mental well-being of young people, "we think that some of that money should be spent on providing more counselling services in schools - that would be a really good investment to improve children's well-being and to prevent the development of mental health problems later in life."
