Bishop Heather Cook returned to help the man she had hit with her car around 20 minutes later.
The Episcopal Church has begun disciplinary proceedings after a complaint was made against the Diocese of Maryland's first female bishop.
Police are already investigating the incident on December 27 when Bishop Cook hit Tom Palermo, 41, as he was riding his bicycle in Baltimore.
No criminal charges have been lodged against the bishop.
The Church says it has placed her on administrative leave whilst both investigations are carried out.
The purpose of the process, it said, was to establish if Bishop Cook had violated Church law.
