Twelve months ago the public rejected the SNP's offer of independence from the UK by 55% to 45% but since then support for a break up has increased.
The SNP's Dave Thompson told Premier the broken promises from Labour and the Conservatives will lead to another ballot.
"I'm pretty certain that there will be another referendum," he said, "I've always believed in independence and I'm not going to stop believing in that now, so I would welcome another referendum".
He said the so called "vow" announced the day before last year's vote, that promised vast devolution of powers from London to Edinburgh, had not been delivered.
"Nothing like delivered," he said.
"Gordon Brown claimed we would get the nearest thing to federalism that you could get. Even the Smith Commission proposals aren't being delivered in full," he added.
A poll for the Sunday Times recently found that over two thirds of people believe that Scottish independence is "inevitable" within the next 30 years.
The SNP First Minister Nicola Sturgeon has said proposals for another referendum will be in the party's manifesto for the 2016 Holyrood elections.
It's expected she will outline a number of situations, like a vote to leave the EU, that would prompt another referendum.
Dave Thompson said any future vote would "depend very much on the will of the Scottish people".
