Priest banned from teaching for life after admitting cheating

by Aaron James

Revd Paul Lock, 51, was headteacher of Willows Primary School in 2014 when he was conducting children's pronunciation tests in the run-up to SATs exams.

Before the role, he was the Diocese of Blackburn's Director of Education and also served as a headteacher in Wigan.

He has also served as a vicar in Liverpool and London.

Mr Lock was caught and reported by members of staff and all of the children's tests were declared void.

He admitted to a local council investigation panel that he tested some children for a second time outside the specific time and room they were meant to be tested.

The panel ruled that he was "fundamentally undermining and jeopardising the integrity of the whole testing regime" and had fallen "significantly short of the standards expected of the profession" amounting to "fraud and serious dishonesty".

Jayne Millions from the Department of Education said: "This was a very serious case of maladministration.

"Mr Lock's conduct has had a serious impact on pupils and fundamentally affected the education of pupils by undermining the integrity of the testing regime."

Premier has contacted the Diocese of Liverpool and is waiting for a response.
