Militants have been killing tens of thousands of Christians as they advance over large parts of Iraq and Syria.
America and the UK have already launched air strikes against IS but so far there's been little other action.
The meeting, being held in Belgium, will aim to find a way to tackle the rise of the extremists.
Major General Tim Cross is an Ex-President of the Armed Forces Christian Union and told Premier it's unlikely we'll see any major change in policy.
He said: "I would be pleasantly surprised if they did manage to agree on anything substantive.
"NATO has made it clear that if they were asked for something specific that people would be pushing on an open door."
The foreign ministers of the 28 NATO member countries are also expected to raise the prospect of Middle Eastern states sending ground troops.
Major General Tim Cross added: "Some of the nation states from the Middle East, like Bahrain, are talking about putting their own troops into this.
"The real intent is to say that NATO will support, will help with training and equipping and so on."
