Rt Revd Alastair Redfern said he was "very disappointed" with the level of discussions ahead of the vote on June 23rd.
He said the debate was about "this will hurt you, this is frightening and the economy will crash".
"I'm very disappointed that this is the tone: who can frighten people the most," he said.
He has also revealed to Premier he plans to vote remain but added he wants to see "serious reform".
He said: "I'd love people to be saying we think we can reform it like this. Whether you're in or out is almost a secondary issue.
"It will be exciting to be part of a Europe that has to face up to reformation."
He backs the Remain campaign weeks after former Archbishop of Canterbury Lord Carey said he would vote for a Brexit.
Writing in the Daily Mail Lord Carey said Christians should vote to leave the EU in next month's referendum because it's "bringing about division rather than unity".
He uses the Bible passages of Moses leading the people of Israel out of captivity in Egypt as a reason to leave.
The Archbishop of Canterbury Justin Welby has not revealed how he plans to vote.
