The Billy Graham Evangelistic Association (BGEA) was due to hold its World Summit in Defense of Persecuted Christians conference in Moscow in May 2017 but has now moved it to Washington DC.
The legislation, which came in last month, bans religious preaching and teaching outside churches and other locations where are government-approved.
Russia says the law is designed to protect against terrorism however some Russian Christians have said it paves the way for the mass persecution of believers.
Critics have also likened it to communist Russia, where similar restrictions were placed on Christianity and the state was officially atheist.
Franklin Graham, President of the BGEA, said on Facebook:
Representatives of more than 100 countries are due at next year's BGEA summit with individuals giving testimonies of persecution they or others they know have faced.
