Jonty Langley, a Christian freelance writer, was speaking after the announcement that the internet history of every person in the UK will be recorded for a year.
Under new legislation announced by Theresa May, police and security services will be able to access data on which sites a person visits without a warrant.
The aim of the new Investigatory Powers Bill is to bring several different surveillance powers under one piece of legislation.
Jonty Langley, a Christian freelance writer, told Premier's News Hour that he thinks it is a bad idea: "I think it's an appalling abuse of power and a slide towards potentially a totalitarian state and at best completely unnecessary. I think all people should be worried about it, particularly Christians."
"The problem with this bill is that they want to have warrants issued - but not by courts - and I think having courts oversee this sort of thing is incredibly important.
"The equivalent of this sort of thing is saying 'well we think you're guilty so you're probably guilty.' "
