According to CLAAS-UK, 14-year-old Nauman Masih was beaten up before his attackers doused him with kerosene.
"This is an awful situation. The hate against Christians is growing, and the government is not taking appropriate steps of how to stop this ongoing hate against Christians... they don't know where to go, what to do", said Nasir Saeed, director, CLAAS-UK speaking on Premier's News Hour.
Mr Saeed said that instead of empty promises, the government must come up with concrete plans to stop such incidents occurring.
"Government are trying to hide this inside. I saw an Urdu newspaper and they haven't mentioned that he was a Christian boy. They're trying to hide this incident."
Local police have launched an investigation and have interviewed the victim from his hospital bed in Lahore; Nauman Masih was quoted as saying: "I was running when a heap of sand came my way, I lay down on the sand, and a few people from the community put out the fire by putting sand on me. I became unconscious, and they called the emergency medical helpline and called [for] an ambulance."
Violence between Christians and Muslims has been on the increase in Pakistan.
In November a Christian couple, Shama and Shahzad, were burnt alive in a brick kiln furnace, while more recently two churches were destroyed. Muslims later were targeted in revenge attacks.
