Ministers want migrants in England to pay for A and E treatment

A group of Tory activists want controls on Bulgarians and Romanians entering the UK to be extended until 2018. Restrictions are due to be lifted in two days. Meanwhile, Ministers are planning to force migrants and overseas visitors in England to pay if they need A and E treatment The Government says  it's to help stop the NHS being abused.
