David Burrowes is also concerned that a legal loophole could be used so that doctors can avoid criminal prosecution for the practice.
Last month a freedom of information request found there'd been 67 cases of terminations being authorised without a face-to-face appointment with the pregnant woman.
Despite it being illegal, none were reported to police.
Speaking on Premier's News Hour, Mr Burrowes said either the Crown Prosecution Service needs to crackdown on those who break the law, or the law itself needs to change.
