Nursery staff in England are going to be allowed to look after more children, in an effort to raise standards, and cut childcare costs for parents. The reforms will require workers to have higher qualifications.
Tim Jeffery, the Chief Executive of Christian based children's charity Spurgeons, told the News Hour it's a complicated picture:
